Applications are invited from the citizens of India on prescribed OMR application form for the following vacancies to be filled on the basis of Himachal Pradesh Forest Service (Assistant Conservator of Forest) Examination, 2010. The details of the posts is as under:-

Department of Forest:-

After successful completion of the training course, they will be appointed as Assistant Conservator of Forest, Class-I, Gazetted in the pay scale of Rs. 7220-11660/-(Pre-revised).

ESSENTIAL QUALIFICATIONS:-

(i) Candidates must possess Bachelor’s degree (or equivalent) in Science or Engineering of any recognised University or its equivalent with atleast one of the following subjects:- Agriculture, Botany, Chemistry, Computer Application/Science, Engineering (Agriculture/ Chemical/ Civil/ Computer/ Electrical/ Electronics/ Mechanical), Environmental Science, Forestry, Geology, Horticulture, Mathematics, Physics, Statistics, Veterinary Science, Zoology.
OR
Honours certificate holders of any of the Government run Forest Rangers Colleges provided they are sponsored by the state. Provided that in case of graduates with pure Mathematics, Statistics, they must have taken Science subject in their 10+2 or equivalent examination.
Note:- Candidates not having the required physical standard of height and chest need not apply.

Assistant Conservator of Forest, HPPSC


Profile:
Himachal Pradesh Public Service Commission (HPPSC) was established under the Article 320 of the constitution of India. It is considered as an independent constitutional authority. The main objective of the commission is to discharge the duties and functions that needs to be operated by them under the Article 20 of the constitution. The other main objective ofthe commission is to provide advise related to the matter of recruitment and promotion rules to the state government.

Job Profile:
Candidates can apply for the post of Assistant Conservator of Forest depending on their educational qaulification.
Eligibility:
Candidates must be betweeb 21 to 34 years of age for applying for the specified post.
Educational Qualfication:
Candidates are required to have the minimum educational qualification needed for applying for the post of Assistant Conservator of Forest.
Post Available: Only 5 posts are available.
Pay Scale: Consolidated amount of Rs. 7220-11660 will be given to the selected candidates.

(ii) A candidate with Ph.D degree or its equivalent should have 15 years of regular teaching experience in the degree classes of Colleges affiliated to an University.OR A candidate without Ph.D degree or its equivalent should have 20 years of regular teaching experience in the degree classes of colleges affiliated to an University.
(iii) ‘B’ in the 07 point scale with letter grades O,A,B,C, D,E, and F shall be regarded as equivalent of 55% wherever the grading system is followed.

Essential Qualifications: (i) A good academic record with at least 55% marks or an equivalent of 55% wherever the grading system is followed in Master’s degree level in the relevant subject from an Indian University or an equivalent degree from Foreign University recognized by the Govt. of India.
(ii) For the Lecturer in Fine Arts also i.e Commercial Arts , Drawing and Painting and Sculpture , Master’s Degree in Fine Arts having good academic record with 55% marks or equivalent of 55% wherever grading system is followed.
(iii) A relaxation of 5% is provided from 55% to 50% marks , at the Master’s Degree for the SC/ST categories and persons with disabilities,
(iv) A relaxation of 5% is provided from 55% to 50% of the marks to the Ph.D. degree holders, who have passed their Master ’s Degree prior to September, 1991.
(v) “B” in the seven point scale with letter grades O, A, B, C, D, E & F shall be regarded as equivalent of 55% wherever the grading system is followed.
(vi) Candidates besides fulfilling the above qualifications should have cleared the eligibility test(NET) for Lecturers conducted by the UGC, CSIR or similar test accredited by the State Public Service Commission.
(vii) NET shall remain the compulsory requirement for appointment as Lecturers for those with post graduate degree. However, the candidates having Ph.D. Degree in the concerned subject are exempted from NET for PG level and UG level teaching. The candidates having M.Phil degree in the concerned subject are exempted from NET for UG level teaching only.

(iii) who have gained experience of not less than 3 years in the inspection of firm manufacturing any of the substances specified in schedule “C” appended to these rules during the tenure of their service as Drug Inspectors shall be authorized to inspect the manufacture of the substances mentioned in schedule- C.

Department of Agriculture, H.P. (H.P. State Agriculture Marketing Board) Secretary, Class –I (Gazetted)Grade ‘A’ on contract basis: 01 (Gen. Visually Impaired of H.P. ) (Backlog)

Essential Qualifications: (a) B.Sc. (Agr./Hort.) or M.Sc. (Agri./Hort.) followed by MBA preferably in Agri. Business from any recognized University /Institution or diploma in Marketing Management from recognized University or Institution.
Desirable Qualification: (i) Possessing 05 years experience on Agricultural produce mainly in Govt./Public Sector Undertaking autonomous Body.
(ii)Knowledge of customs, manners and dialects of Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the Pradesh.
Age:(i) For All Posts: 45 Years and Below.
(ii) There is five years relaxation in upper age for SC / ST / OBC/ WFF / Persons with disabilities of Himachal Pradesh. For H.P. Govt. employees and Ex-servicemen of H.P. relaxation is as per Government instructions.
(iii) Age of a candidate shall be reckoned as on 01-01-2010.

Ex-servicemen unless discharged at their own request before completion of normal tenure and visually impaired candidates of H.P. are exempted from payment of application fee. Fee once paid will not be refunded

How to Apply:
(i) Candidates are required to visit http://www.hp.gov.in/hppsc/ and download the Application Format.
(ii) Demand draft for examination fee may be prepared in favour of Secretary, H.P. Public Service Commission, Nigam Vihar, Shimla-2, payable at Shimla.
(iii) Paste your one recent photograph, sign in the specified box and send the Application Form duly signed by you (along with Demand Draft) by Registered / Speed Post on or before 12-04-2010 to “ The Secretary, H.P. Public Service Commission, Nigam Vihar, Shimla-171002” The application, complete in all respect can also be deposited in the office of the Commission in person. The benefit of additional time prescribed to candidates of remote / Tribal areas will be given only when the applications are sent through post offices from such areas. No such benefit will be given if applications are received through courier or by hand.
(iv) In service candidates may apply to the Commission with advance copy alongwith requisite fee with information to their Head of Departments/Employer for issuing NOC. No in service candidate will be interviewed unless he/she brings NOC from the concerned employer.
(v) Copies of following documents may be attached with the applications:-
(a) matriculation certificate or its equivalent, showing the date of birth.
(b) degree / detailed marks certificates of essential educational qualifications and experience, if any.
(c ) S.C./S.T./ OPRC certificates. The S.C./S.T./OBC certificates must be on paternal lineage on the proforma prescribed by the Govt. and issued by competent authority of the concerned area in Himachal Pradesh.
Others Conditions:(i) The Commission will not be responsible for any delay in receipt of applications, due to any reasons whatsoever.
(ii) Disputes, if any, shall be subject to Court jurisdiction at Shimla.
(iii) It may be ensured by the candidates before submitting the applications that furnishing of false information and documents or suppression of any factual information in the application form would entail disqualification. If the fact that false information / document(s) has been furnished or that there has been suppression of any factual information in the application comes to notice at any time during the service of a person, his service would be liable to be terminated. No columns should be left blank in the application form.

CONDITIONS OF ELIGIBILITY
  • Candidates who have secured at least 55% marks (without rounding off) in Master’s Degree OR equivalent examination from university / institutions recognized by UGC in Humanities (including languages) and Social Sciences, Computer Science & Applications, Electronic Science etc. are eligible for this test. The Scheduled Caste (SC) / Scheduled Tribe (ST) / Physically Handicapped (PH) / Visually Handicapped (VH) category candidates who have secured at least 50% marks (without rounding off) in Master’s degree or equivalent examination are eligible for this test.
  • Candidates who have appeared or will be appearing at the qualifying Master’s degree (final year) Examination or whose result is still awaited or candidates whose qualifying examinations have been delayed, may also apply for this Test. However, such candidates will be admitted provisionally and shall be considered eligible for Lecturership eligibility only after they have passed their Master's Degree examination or equivalent with at least 55% marks (50% in case of SC/ ST/ PH/ VH category candidates). Such candidates must complete their P.G degree examination within two years from the date of SET result with required percentage of marks, failing which they shall be treated as disqualified.
  • The Ph.D degree holders whose Master's level examination had been completed by 19th September, 1991 (irrespective of date of declaration of result) shall be eligible for a relaxation of 5% in aggregate marks (i.e. from 55% to 50%) for appearing in SET.
  • Candidates are advised to appear in the subject of their post -graduation only. The candidate, whose post-graduation subject is not covered in the list of subject mentioned above, may appear in related subject.

Himachal Pradesh Public Service Commission (HPPSC) was established on january 25, 1971 under Article 315 of the Constitution of India. The commission consists of one chairman and two members which are appointed by the Governor only.

Job Details 

Applications on the OMR Computerized application forms are invited from the eligible and desirous Indian citizens for admission to the Himachal Pradesh Administrative Service Combined Competitive (Preliminary) Examination followed by Main written examination and viva-voce test for recruitment to the posts/services to be filled in on the basis of H.P.A.S. Combined Competitive Examination, 2009. The details of the posts/services is as under:

Eligibility Criteria :


(a) A candidate must possess a Bachelor’s Degree or its equivalent from a recognised University.


(b) A candidate must have attained the age of 21 years and must not have attained the age of 35 years on the first January 2009, meaning thereby that candidates born on or after 02-01-1988 are underage whereas applicants born on or before 01-01-1974 are overage. Provided that the upper age limit is relaxable by five years for candidates belonging to the Scheduled Castes/ Scheduled Tribes/ Other Backward Classes / Persons with disabilities and Children/Grand Children of Freedom Fighters of Himachal Pradesh as declared by the Govt. from time to time. Age relaxation is also available to Exservicemen candidates of H.P. as per provisions in Rules/ Instructions of H.P. Govt.

Provided further that a Govt. servant who is holding substantive / officiating appointment in H.P. Govt. or in High Court or any Court Subordinate thereto and employees of the Public Sector Undertakings / Corporations / substantially owned or controlled by the H.P. Government shall beeligible to appear in the examination if he / she possesses a Bachelor’s degree of a recognised University and has not attained the age of 42 years on the first day of January of the year in which the applications are invited by theCommission for Competitive examination.

Any person who is eligible under this sub-rule and wishes to appear in the examination shall submit his / her application in the prescribed form through his / her Head of Office to the Secretary, H.P. Public Service Commission


(c) A candidate who has appeared at an examination, the passing of which would render him eligible to appear at the examination but has not been informed of the result, may apply for admission to the examination. A candidate who intends to appear in such qualifying examination, may also apply provided the qualifying examination is completed before the commencement of this examination. Such candidates will be admitted to the examination, if otherwise eligible, but the admission would be deemed to be provisional and subject to cancellation if they do not produce proof of having passed theexamination in any case not later than two months after the commencement of (Main) written examination, failing which their candidature shall automatically stand cancelled.


(d) Candidates who have passed the final professional M.B.B.S. or any other Medical Examination equivalent thereto but have not completed their internship by the time of submission of their application for the HAS etc. examination will be provisionally admitted to the examination provided they submit along with their applications a copy

of certificate from the University / Institutions that they had passed the requisite final professional medical examination. In such cases, the candidates will be required to produce at the time of their interview original degree or a certificate from the concerned competent authority of the University / Institutions that they had
completed or requirement (including completion of internship) for the award of degree.


(e) Knowledge of customs, manners and dialects of Himachal Pradesh and suitability for appointment in the peculiar conditions prevailing in the Pradesh is a desirable qualification.


(f) A candidate must be a citizen of India.


The above eligibility conditions shall be subject to change, if any in the relevant Rules related to Himachal Pradesh Administrative Services and those of the concerned Allied Services, as are notified by the Himachal Pradesh Government


Scheme of Examination :

Initially, Preliminary examination consisting of 2 papers based on objective type multiple choice questions, on the following pattern will be held at Shimla, Solan, Mandi, Dharamsala, Nahan and Una centres.


Paper-I :

General Studies : Multiple choice objective type question papers consisting of 120 questions.Each question carries one mark. The duration of the paper will be two hours.


Paper-II :

Optional Paper : Multiple choice objective type question papers consisting of 120 questions.Each question carries one mark. The duration of the paper will be two hours.


Optional Paper will be selected by the candidates out of 22 Optional Subjects given in the syllabus of Preliminary examination.


1. The candidate must specify in his/her application form the Optional Subject he/ she desires to take. He/she may intimate change, if any, in this regard to the Commission’s office but not later than the last date prescribed for receipt of applications. It may also be noted that there should not be any variation between the figures ofOptional Subject code in the boxes and encoding thereof done in the circles. In case of any variation, Code of Optional Subject written by a candidate in figures in the boxes shall be treated as final.



2. The candidates declared qualified in the Preliminary examination will be entitled for admission to the Main written examination, if otherwise found eligible.



3. The number of candidates to be called for Main written examination will be about 20 times of the total number of vacancies to be filled in on the basis of aforementioned examination.



4. The number of candidates to be called for viva-voce test after the Main written examination by the Commission shall be at its discretion on the basis of marks obtained by them in the Main written examination only. As far as possible this number will be three times the total number of vacancies.



5. Marks obtained by the candidates in the (Preliminary) examination will not be counted for the purpose of final order of merit. However, marks obtained in the Main written examination as well as in the viva-voce test would determine their final merit for selection.



6. The option exercised by the candidates will be taken into consideration while determining their order of merit for selection to the various posts/services.



Note :- The number of vacancy(s) in the services/posts which relate to the year, 2009, if received from the Govt. upto 30th June, 2010 shall be included for the purpose of selection of candidates on the basis of aforesaidexamination. Also, the number of vacancies to be filled in on the basis of this examination may increase or decrease.



Application Form :

Paid application forms inclusive of examination fee along with two envelopes and Booklet of Information Brochure containing syllabus and detailed instructions to candidates will be available at the Reception Counter of H.P. Public Service Commission & at all Distt. Headquarters except Shimla / Kinnaur / Lahaul & Spiti in the Pradesh through the whole sale / retail shop(s) / Gas Agencies of H.P. Civil Supplies Corporation Ltd.

Application forms can also be obtained by post on payment of Rs.350/-, Rs.165/- & Rs.100/- i.e. inclusive of postal charges by General category candidates and candidates belonging to S.C./ S.T./ O.B.C. & Gen. Ex-SM. ofHimachal Pradesh, by means of Crossed Bank Draft of scheduled Bank in favour of Secretary, H.P. Public Service Commission, payable at Shimla only. All requests for supply of forms by post must reach the office of the Commission at least 10 days before the last date prescribed for the receipt of applications. The Ex-servicemen candidates of H.P. who
were relieved from the Defence Services on their own request before completion of their normal tenure of service under the Govt. of India shall have to pay cost of application form inclusive of examination fee as is applicable to them in the respective category.

The copies of Brochures containing syllabi and other instructions will be supplied with the OMR application forms.


Last Date for applying : The last date for receipt of applications complete in all respects, in the office of the Commission is 31-01-2010 ( 15-02-2010 for the candidates residing in Andaman and Nicobar Islands, Lakshdweep, Ladakh Division of J&K State, Assam, Tripura, Meghalaya, Nangaland, Manipur, Mizoram, Arunachal Pradesh, Pangi and Bharmour Sub Divisions of Chamba District, Kinnaur district, Dodra Kawar sub Division of Shimla District and Lahaul & Spiti District of Himachal Pradesh whose applications are received by post / speed post only from these areas). In case applications are received by hand or through courier service, benefit of extended time shall not be available regardless of the residence of the applicants.



Applications after these dates will not be entertained. The Commission will not be responsible for delay in receipt of applications due to any reasons whatsoever.
